With the aim of protecting the population and territories of the Kyrgyz Republic, on July 1st, 1991 the Cabinet of Ministers of the Republic of Kyrgyzstan (still as part of the USSR) adopted a Decree on the creation of the State Commission for Emergency Situations. From the moment of its creation the State Commission for Emergency Situations has selected monitoring of hazardous natural processes and forecasting emergency situations as priority principles of its work. During the formative years of the Department of monitoring, the following positive institutional transformations have taken place:
1992-1994 Center of Control and Protection of the State Commission for Emergency Situations;
1994-1996 Department of Control and Protection of the State Commission for Emergency Situations:
1996-1997 Department of Monitoring of Natural, Man-caused Processes and Occurrences within the Office of MES&CD KR;
1997-1999 Department of Monitoring of Hazardous Natural, Man-caused Processes and Occurrences of MES&CD;
1999-2001 Center for Monitoring Hazardous Natural, Man-caused Processes and Occurrences and Rehabilitation of Tailings and Mountain Dumps of MES&CD;
2001-2002 Department of Monitoring and Forecasting Emergency Situations and Tailings Management of ME&ES;
