The Agency on Nuclear and Radiation Safety under the Ministry of Emergency Situations of the Kyrgyz Republic was created on the basis of the Resolution of the Government of the KR № 731 “On the Ministry of emergency situations of the Kyrgyz Republic” as of December 4th, 2009, Order of the Minister of Emergency Situations of the KR № 1276 “On the establishment of the Agency on Nuclear and Radiation Safety under MES KR” as of December 30th, 2009 and in accordance with the Provision “On the Agency on Nuclear and Radiation Safety under MES KR”, ratified by the Resolution of the Interim Government of the KR IG№81 as of 12.06.2010.

On the basis of the Resolution of the Government of the KR, № 406 as of June 12th, 2012 and in accordance with the Resolution of the Government of the KR № 115 “On the Ministry of Emergency Situations of the Kyrgyz Republic” as of February 20th, 2012, the Agency on Nuclear and Radiation Safety under MES KR was reformed into the Agency for Tailings Management under MES KR.

According to the State Cadaster on mining industry waste of the Kyrgyz Republic, there are 92 tailings and mountain dumps located on the territory of the country, out of which 33 tailings and 25 mountain dumps with the total volume of waste equaling 11.9 mln. m3 are managed by MES KR, including:

Out of 33 tailings – 28 are radioactive (with a volume of 4.3 mln. cubic meters), 5 are toxic (with a volume of 5.7 mln. cubic meters). 25 radioactive mountain dumps (with a volume of 1.9 mln. cubic meters).

Tailings and mountain dumps are located in:

  • Mailuu-Suu town             – 23 tailings and 13 mountain dumps;
  • Shekaftar village             – 8 mountain dumps;
  • Sumsar village                – 3 tailings;
  • Min-Kush village             – 4 tailings and 4 mountain dumps;
  • Kadji-Sai village             – 1 tailing;
  • Kan (Soviet) village         – 2 tailings.

Remaining objects are accounted on the balance sheets of economic agents.
