By the Order of the Head of Civil Defense of the Union of Soviet Socialist Republics № 053 as of 5.02.1971 the first head of the Civil Defense headquarters of Issyk-Kul region was appointed.
On December 15th, 1990 the Council of Ministers of the USSR adopted a decree “On the creation of a State all-union system for the prevention of emergency situations and emergency response”.
· In furtherance of this Decree, on July 1st, 1991 the Cabinet of Ministers of the Republic of Kyrgyzstan (still as part of the USSR) adopted a Decree on the creation of a permanent body of the Cabinet of Ministers of the Republic of Kyrgyzstan on emergency situations.
· By the Order of the Prime-Minister of the Republic of Kyrgyzstan №271-р as of August 8th, 1991 the State Commission for Emergency Situations of the Cabinet of Ministers of the Republic of Kyrgyzstan was formed.
· On January 6th, 1992 by Presidential Decree №-4 the State Commission of the Cabinet of Ministers of the Republic of Kyrgyzstan for emergency situations was transformed into the State Commission for emergency situations of the Republic of Kyrgyzstan.
· On May 27th, 1993by Presidential Decree № VII-153 Department of Civil Defense was made a part of the State Commission of the Kyrgyz Republic, which was subsequently transformed into the State Commission of Emergency situations and Civil Defense.
· On March 4th, 1996 by Presidential Decree №УП-45 the State Commission for emergency situations and civil defense under the Government of the Kyrgyz Republic was transformed into the Ministry of Emergency Situation and Civil Defense.
· On December 28th, 2000by Presidential Decree №363the Ministry of Ecology and Emergency Situations was formed on the basis of the Ministry of Environmental Protection of the Kyrgyz Republic, the Ministry of Emergency Situations and Civil Defense of the Kyrgyz Republic, and the State Agency for Forestry under the Government of the Kyrgyz Republic.
· On October 15th, 2005 by Presidential Decree № -462 it was reorganized into the Ministry of Emergency Situations of the Kyrgyz Republic.
