History of formation and development of the Department of the Ministry of Emergency Situations of the Kyrgyz Republic for Chuy region was launched back in the Soviet time, when Civil Defense of the Republic of Kyrgyzstan was part of the unified system of Civil Defense of the USSR. And the Civil Defense Headquarters of Chuy region were a part of the structure of the Civil Defense Headquarter of Kyrgyz Republic.

In August 1999, group of the staff of the Headquarter of Civil Defense of the Chuy region under leadership of the Colonel A.B. Kaliev, the Head of the Headquarter of Civil Defense was sent to Turkey to help in search and rescue works after destructive earthquake.
In September 1999, the Headquarters of Civil Defense of the Chuy region was obliged to organize collection and delivery of humanitarian aid from the Kyrgyz Republic addressed to the fraternal Turkish people – the representatives of the Headquarters of Civil Defense of the region have organized works to assemble and install the Kyrgyz national yurts (“Kyrgyz Aiyly town”) within area of temporary settlement of those affected by the earthquake.
In 2000, the military units took part directly in operations for eradication of international ganging formations in the Batken region as a part of operational group of the Ministry of Emergency Situation of the Kyrgyz Republic.
In 2010, the personnel of the Department of MES KR for the Chuy region took part in activities regarding provision of humanitarian aid to those affected by interethnic conflicts in the Osh and Jalalabad regions being a part of the region Staff collecting and distributing humanitarian aid.
The Department of Civil Defense of the Chuy region was several times recognized by the Ministry of Emergency Situations of the Kyrgyz Republic as one of the best units for good results in addressing challenges in protection of the population and territories against natural and man-made disasters.
By results of activities in 2009, the Department of the Ministry of Emergency Situations of the Kyrgyz Republic for the Chuy region was acknowledged as the best region structure. Such decision was made by the Board of the State Administration of the Chuy region.
The Lieutenant Colonel K.A. Boronov, the Head of the Department of MES KR for the Chuy region was rewarded with valuable gift by the President of the Kyrgyz Republic for excellent results in field of protection of the population and territory against natural and man-made disasters.
The personnel of the Chuy region unit of the MES KR actively participates in all events conducted by the op-management both the Ministry of Emergency Situations of the Kyrgyz Republic and the Chuy region State Administration including organization and implementation of the sport and cultural events.
