In 1991 due to the collapse of the USSR, the Government of the Kyrgyz Republic decided to take control of military units deployed on the territory of the Kyrgyz Republic. This period of time has become a defining moment in the formation of the civil defense system of the Kyrgyz Republic.

At that time,in1991, the main force and means designated to tackle tasks under various emergency situations was the 945th –separate mechanized regiment of USSR Civil Defense (945 MR CD) established on the basis of Directive of Joint Staff of USSR Armed Forces and Directive of Commander-in-chief of the Central Asian Army Command issued May 21st 1973 in Sadovoye village of Moskovskiy district, Kyrgyz Soviet Socialist Republic.

In 1992 – 945th MR CD was transferred under the jurisdiction of State Committee on Emergency Situations of Kyrgyz Republic.

In 1996 – 945th MR CD was renamed to become 1st Mobile Rescue Brigade.

For the purpose of training and re-qualification of rescue workers in the country, as well as heads of rescue services in the field of prevention and liquidation of emergency situations of natural and man-made disasters on the territory of the Kyrgyz Republic, under Presidential Decree No.752/10 issued January 5th2001 and the Governmental Decree No.388 issued June 20th2002, State Center for Rescuers’ Training (SCRT)of MES KR was established on the basis of a separate mobile-rescue brigade of MES KR in the village of Sadovoye, of Moskovskiy district

SCRT – is an additional special education institution, a military structural unit of MES KR, as well as an educational center for training, re-qualification and advanced training of 1,2,3 class rescuers and master rescuers on liquidation of emergency situations of natural and man-made disasters.

As an educational institution SCRT holds the license to conduct educational activities coordinated by the Ministry of Education and is registered with the Ministry of Justice of the Kyrgyz Republic as of January 2004.
