History of establishment
At the beginning of the 1960-s in 20th century, training courses on civil defense were conducted, which became a part of the Headquarter of Civil Defense of the Kyrgyz SSR and their aim was to train the leadership, commander staff of Civil Defense of the Kyrgyz SSR how to implement civil defense measures in peaceful time in order to protect the population and territory of the country against weapons of massive destruction and nuclear weapon in war time.
After gaining a sovereignty of the Kyrgyz Republic, civil defense courses were held at the Department of Civil Defense of the Kyrgyz Republic, established on a basis of early established the Staff of Civil Defense of the Kyrgyz SSR.
On December 20, 2005, the Central Training Courses on Civil Defense as independent structure with its own goals and duties and responsibilities were organized based on existing training courses due to reorganization of structure of the ministry through the Decree of the Government of the Kyrgyz Republic № 541 as of November 29 and the Order of the Minister of Emergency Situations of the Kyrgyz Republic № с-528 as of December 20, 2005.
The Central Training Courses were renamed into the Republican Courses on Civil Defense of the Ministry of Emergency Situations of the Kyrgyz Republic according to the Decree of the Government of the Kyrgyz Republic № 175 as of May 16, 2007 “Issues of the Ministry of Emergency Situations of the Kyrgyz Republic” and the Order of the MES KR № 664 as of August 17, 2008.
The Center of Training and Retraining for civil defense specialists was established by the Decree of the Government of the Kyrgyz Republic on February 10, 2011.
Today, the Center is a special scientific-educational institution providing complementary vocational education (improvement of qualification). It is the Center of educational and methodological work of the Ministry of Emergency Situations of the Kyrgyz Republic. Training and retraining on civil defense issues are held for the officials and specialists (the chairman of commission on civil defense, chairman of evacuation commission, senior and leading specialists executing civil defense functions of the ministries, state committee and agencies, heads of regional and local authorities (governors, akims, heads of ayil okmotus), enterprises and institutions regardless of their organizational and legal forms and property forms, heads of the MES divisions, senior and leading specialists, heads and deputy heads of the MES rescue services), teachers of the courses “Principles of personal and social safety” among the secondary and high educational institutions, and employees of nongovernmental organizations (NGOs). They learn how to protect themselves and territories against emergency situations.
Today, the Center has an opportunity to provide all stakeholders with broad spectrum of services related to organization and holding of lectures and workshops and training on any issues of prevention and elimination of emergency consequences.
