Minister of Emergency Situations of the Kyrgyz Repuclic Major-General Kubatbek Boronov met with the Ambassador of Japan to the Kyrgyz Republic M.r Yoshihiro Yamamura on February 15,2018.
The Minister K. Boronov thanked the Japanese Ambassador for the support provided in strengthening the capacity of the MES and active cooperation in the field of disaster risk management.
During the meeting, the sides discussed the activization of practical implementation of the Memorandum between the MES KR and the Agency for Combating Natural Disasters and Fires under the Ministry of Internal Affairs and Communications of Japan on cooperation in the field of prevention and management of emergencies, in particular, organization of field conferences on fire, exchanging experience on sms-alert in case of emergencies, as well as on the progress of the UNDP project Strengthening the capacity of integrated risk management in the Kyrgyz Republic and regional cooperation in Central Asia, funded by Government of Japan and implementation of planned projects in the field of emergency situations through Japan’s Tokyo Rope company within the framework of Asian Development Bank(ADB) .
Minister Kubatbek Boronov especially stressed about Japan’s existing system of SMS-alert the population in case of threat and emergencies situations. “During threats and emergencies in Japan, such as an earthquake or changes in climatic conditions SMS is delivered to a mobile phone consumer within 5-7 seconds, thus we would also like to cooperate in studying and using technologies for prompt delivery of messages” he stressed.
During the meeting, the Minister also addressed the Japanese Ambassador with a request to provide support from the Government of Japan on updating UN General Assembly’s Resolution No. 68/218 dated December 20, 2013, “The role of the International Community in Preventing Radiation threat in Central Asia” co-authored along with countries such as USA, Canada, Kyrgyzstan, Tajikistan, Russia and Japan as well.
On the result, the sides emphasized the positive dynamics of cooperation and expressed their intention to further activate Kyrgyz Japan cooperation in the field of prevention and liquidation of emergency situations.
